The High Council

The men of the high castes shall elect a representative to sit on the High Council of the city and advise the Administrator for a period of one year. The representative must be a member of the caste but does not have to be the Head of Caste. Heads of Caste are not entitled to sit on the Council without being duly elected to that role by the members of their Caste. In the event that the council member is subsequently stripped of caste, that person shall relinquish that seat and a new election shall be held to appoint a new council member. Women of the high castes may not vote in such elections, but may serve as representatives on the council if so elected by their caste. The companion of a Council Member or Administrator may also sit on the council as proxy for her companion, if such permission is given by her companion and is on record at the Cylinder of Knowledge.
The Administrator

The High Council shall elect an Administrator for a period of one year. The High Council may elect any free person they wish to the position of Administrator. If one of the council is elected Administrator, that person shall relinquish their council seat and their caste shall elect another representative to sit in their place. The Administrator shall serve a term of not more than one year from the date of election. At or before the anniversary of the term, the Administrator may call another election to extend his term a further year. The High Council members may also demand an election if they believe the Administrator should step down. In the event that the Administrators steps down from office before his term is ended, the High Council shall elect a new Administrator within one hand. In the event that the Administrators whereabouts is unknown, the High Council may appoint an acting First Minister to act as Administrator until his whereabouts is established.

The High Council shall make no decision and shall issue no ruling without Quorum. Quorum shall not be established until at least three of the council come together and declare themselves to be a council in sitting. In the event that there are less than three remaining council members, all remaining council members must be present to form a Quorum. The Council shall post upon the public boards the time and place of the next meeting a minimum of twenty ahn before hand. All members of the High Council shall be advised by messenger of the meeting time and place. Should an emergency session be required to issue a ruling on a given topic, such a session may be called to order by achieving Quorum. Should any member of the council not present at the emergency session subsequently object to the decision made at the council, they may demand a re-vote on the issue by stating so at the next scheduled council meeting.
Rights of the Ubar

During a time of war or crisis, the Red Caste may appoint one of their caste to act as Ubar. The High Council may also elect an Ubar from the Red Caste if they deem it necessary. The Ubar may rule by decree for the period of the crisis. For the purposes of law, the Ubar also assumes all the legal rights of the Administrator and the High Council. The High Council may continue to meet to perform non executive functions during such a time. Once the crisis has passed the Ubar shall step down and allow the High Council to elect a new Administrator. Although the Ubar may change any law by decree, the Ubar is still subject to such laws. If an Ubar is found to have broken the law, the High Council may demand his arrest by the Praetor or Prefects; from the point of the issue of such a demand, the Ubar is stripped of his position pending an investigation and trial. If convicted, the former Ubar may be executed or banished from the city. If the Ubar is found innocent of the alleged crime, he shall resume his duties as Ubar.
Declaration of War

The Administrator must present a request to declare war to the High Council and obtain a simple majority. Should no majority be given, the Warriors may not be sent to wage war. In a time of crisis, should an Ubar be present, no authority is required form the High Council, and the Ubar may declare war without further impediment.

The High Council shall appoint Ambassadors drawn from the caste of Scribes. Such Ambassadors serve at the pleasure of the High Council and may be dismissed without cause. The Ambassadors of the city are expected to serve the city by forging alliances and relationships with neighboring cities.
Head Slaver of the City

The High Council shall appoint a Head Slaver of the City to be responsible for the City Kennels, Slavers working for the city and the slaves belonging to the city. The Head Slaver of the City serves at the pleasure of the council and may be dismissed and replaced without cause.
Master of Revels

The High Council shall appoint a Master of Revels to be responsible for organizing and regulating festivities within the city walls. The Master of Revels office shall issue licenses for street performances and organize entertainment for the celebrations of Carnival, Kajuralia and other annual events. The Master of Revels position may be fulfilled by one of the council if the council deem that to be the appropriate person. The Master of Revels serves at the pleasure of the council and may be dismissed and replaced without cause.
